KB180995914: Hotfix 1405081 for Cape Pack 2.15

Summary

CaseFill: False calculation error ("No solution found").
Display Pallet: Fixed run-time error #9. Pallet base weight incorrectly (unreasonably large) stored.
Pallet Builder: Attempted to save a new pallet base throws run-time error #9.

Symptoms

CaseFill: CaseFill returns false "No solution found" when it is obvious at least one Primary Pack could fit into the target package.
Pallet base weight not stored properly when decimal separator is ",". Also, extra ".pa4" appended to Pallet base name.
Display Pallet: After a successful order fulfillment, order run and more than one pallet is in the order. Attempt to Edit Pallet two or greater returns run-time error#9.
Pallet Builder: Moving layers on an existing or new pallet base would cause program to throw run-time error#9 on pallet base save action.
