Standard Windows 8, Windows 8.1, or Windows Server 2012 does not have .NET Framework 3.5 activated.
Trying to enable it via Control Panel > Turn Windows features on or off > Download files from Windows Update might fail as well.
Solution
In the Search area, go to Group Policy and select Edit group policy.
Go to Administrative Templates > System > Specify settings for optional component installation and component repair. You will see that it is set to Disabled.
Double-click it, or click the Edit policy setting.
Select the Enabled radio button.
Select the Contact Windows Update directly download repair content instead of Windows Server Update Services (WSUS) check box.
Click Apply and then click the OK button.
Now go back to Control Panel > Turn Windows features on or off and activate .NET Framework 3.5.
When you have done step 3. You have to go back to "Turn Windows features on or off" and select "Appilcationserver" (Anwendungsserver in german edition). Then click on "next". There you can select ".NET Framework 3.4"
The part "Applicationserver" is missing in above KB-article.

Not clear (described) what steps to follow to get the .NET Framework 3.5 'activated' as mentioned in step 4.
