A general best practice is to use multiple projects to build up your library. You can then display all documents together in a saved search based on a project attribute or another property.
There is a no real hard limit on how many documents there can be in one single project. However, there are some practical considerations:
You might need to create a lot of folders to manage the structure.
Looking in such a large project can be very unpractical and slow.
Project indexing (for search) may take a very long time.
Managing access rights is harder.
