In Apply Artpro Action List task, you can pick up an ArtPro Action List by using SmartNames, but what is the correct syntax in Automation Engine 12.x and 14.0?

In Automation Engine 12.x and 14.0.x versions, you will have to use the full path: file://[Master Server]/bg_data_custom_v010/dat/ArtPro Action Lists/[your_smartname]
Your SmartName should be resolved to an existing Action List. For e.g.:
AP_to_PDF
In Automation Engine 14.1, this has been improved, you just need to make sure your SmartName is resolved to the name of the Action List.
