Is there a difference in rip times and why, when ripping a file stepped in PackEdge vs. Plato?

There is optimization done when files are stepped in Plato versus PackEdge.
When a file is stepped in Plato, it uses Forms. If a 1-up is stepped up 100 times, it only needs to include the information of the 1-up once, and when ripped it only needs to process that 1-up once.
If you do the same thing in PackEdge, then the 1-up information will be included 100 times and each 1-up needs to be processed separately.
