Summary

Restore Launch Favorites ordering behavior to how it was in 12.x and older.

Symptoms

There was a behavior change for the ordering of Launch Favorites in 14.0.0 as compared to 12.x and older: in order to address an ostensible customer problem, the ordering became fixed (alphabetical on internal ticket name).

In 14.0.1, a further change was done to disable re-ordering completely (by removing the Move Up and Move Down buttons in the Organize Favorites dialog), as the fixed ordering was restored anyway after a change once the Pilot was restarted.

After it became clear that the original customer problem was not entirely justified and the changed behavior causes way more disruption than doing good, it was decided to restore the original 12.x behavior for 14.1 and make a hotfix for 14.0.1.
