Answer

ArtiosCAD can generate VRML files. A web browser plugin which can view VRML files is provided by Cortona. However, that viewer now carries a license for commercial use.

A free viewer can be found at https://sourceforge.net/projects/freewrl/files/freewrl-win32/. Download the .msi file where it says Looking for the latest version?

A .msi file will be downloaded. This is a simple installation application which will install a desktop application called freewrl launcher which can be used to view VRML files.
