Why dot's are not getting recognized in both .ARD and .MFG files?

Answer

The dot will be ignored in geometry because it has no size, i.e., no width, no length and no depth.

In case you are trying specify the drill point on the design, draw/construct circle on the design which can be later set to be drilled on its center on IPC.
