Esko supplied SQL Express 2012 installer does not complete.
Symptoms
Installation fails because SQL 2012 Express needs .NETframework 3.5 whereas Windows 8.1 has .NETframework 4.5 enabled by default.
Workaround
Make sure all current updates are installed for Windows 8.1. To check, go to Control Panel > System and Security > Windows Update > Check for Updates.
Do not use Control Panel > Programs > Turn Windows features on or off to enable .NETframework 3.5. Instead, use the Windows 8.1 installer DVD.
At the command prompt, type Dism /online /enable-feature /featurename:NetFx3 /All /Source:<drive>:\sources\sxs /LimitAccess. Replace <drive> with the letter assigned to the local DVD drive.
A successful result will show in Control Panel > Programs > Turn Windows features on or off, the following:
